3.1.a     DEGREE-GRANTING AUTHORITY [CR]

                  An institution seeking to gain or maintain accredited status has degree-granting authority from the appropriate government agency or agencies.

NARRATIVE 

 

North Carolina Agricultural and Technical State University (N.C. A&T) has degree-granting authority from the state legislature and is in full compliance with SACSCOC Standard 3.1a.

 

N.C. A&T was established by legislative enactment on March 9, 1891. The university has degree-granting authority from the North Carolina General Assembly. North Carolina General Statute §116-4, Constituent Institutions of the University of North Carolina, designates N.C. A&T as one of 17 constituent institutions comprising the University of North Carolina system, established in 1972. The authority to plan and develop a coordinated system of higher education in North Carolina is vested in the UNC Board of Governors (BOG) in accordance with the North Carolina State Constitution, Article IX Education, Section 8, Higher Education. North Carolina General Statute §116-11, Powers and Duties BOG, authorizes the University of North Carolina Board of Governors to determine the functions, educational activities, and academic programs of the constituent institutions and to determine the types of degrees to be awarded. The UNC Policy Manual, Chapter 100.1 Appendix I, Section III Academic Degrees and Grading, confers degree granting authority to the 17 institutions to determine whether an individual student is entitled to receive a particular degree.

 

N.C. A&T is authorized by the University of North Carolina Board of Governors to offer bachelor’s, master’s, and doctoral degrees, a status that was in place when the university was last accredited by SACSCOC in 2010. The Division of Academic Affairs at the University of North Carolina General Administration (now called the UNC System office) maintains the UNC Academic Program Inventory, a database of degree programs offered by constituent institutions, including N.C. A&T.

 

The university offers no degrees at branch campuses or at off-campus instructional sites in other states or countries, however, the university has three off-campus sites within a few miles of the main campus.  They are shown in Table 3.1.a-i. As a member of NC-SARA, the university has the authority to offer online degrees in all states except California.
